If you mean 'on water' like a boat, then yes there is. The Aquacar was built in the 1950s but very few sold and it was quickly discontinued. If you mean 'on water' as using water for fuel, then no. No such technology exists today, but since water is made up of hydrogen (which is combustible) and oxygen (which supports combustion), there must be a possibility that it will be developed.

The same thing happens to my car. It is the door seal. Try using the water hose and looking for where the water is coming in.
