No this isn't abuse, if he wants his other half to move in then you should make some conditions like he has to either pay rent, buy his and her own food, pay for a household bill or at least contribute to one of them.
When my other half moved in with me at my parents house, my parents condition was that we both pay for the water bill completely, which we did.
If he agrees then there should be no problem in her moving in but the decision is purely up to you.
