Yes; a windmill works by the infinitely renewable power of the wind, which blows onto and past its sails and makes them turn, which moves the machinery attached to the sails.

So, you could put grain into a hopper and when the sails turn, the grain will fall down through the hopper into the grinders below, which will grind the grain into flour.
