No; God "speaks" through His word. Conscience is like a "seed" of moral values that all human beings are born with, giving us an innate sense of what is "just" (as opposed to what is "right" and "wrong" - John 8:9). Values vary; "justice" does not.
It can be nurtured and developed by favorable response to its prompting (Acts 24:16), or it can be violated to the point that we no longer "hear" it, and its effectiveness is destroyed (1 Timothy 4:2). It cannot be our "own values," as the two often come into conflict. "Values" arise from the mind; "conscience" arises from the heart (Romans 2:15). Scripture refers to the heart, as well as the mind, as a seat of "reasoning" - Mark 2:6.
God gave you a conscience to make sure you have an understanding of what is right and wrong.
According to the Catholic Catechism (paragraph 1776): " Deep within the conscience a person discovers a law which he has not laid upon himself but which he must obey. Its voice, ever calling him to love and to do what is good and to avoid evil, sounds in his heart at the right moment. . . . For every person has in the heart a law inscribed by God. . . . the conscience is our most secret core and sanctuary. There we are alone with God whose voice echoes in our depths" So: our conscience is God's guidance deep within us. Just like children sometimes tune out parental advice, there are people who ignore God's guidance. If this is done on a regular basis, we no longer hear God's voice. It is as though our conscience is alseep. Thus, a 'sleepy conscience' is one which is lazy or does not even hear God Who is speaking.
This a conscience that can break the command of God without any remorse.
God is without conscience. He made us with one because we are sinful. God does not sin and doesn't have the potential to sin. God doesn't have a conscience because he doesn't sin so he doesn't feel guilt. Our conscience is what make us feel guilty about something we did bad. Hope that helps you out.

One or the other persons is not listening to their conscience, but to something they want to hear.
God has put into every person a conscience. And this is a good thing. For the Christian the conscience helps in our daily living. Along with the conscience the Holy Spirit of God keeps us out of trouble. For the unbeliever though it is a different story. Although these people started out with a good conscience by their habitual sinning their conscience has been dulled and for some it has become almost nonexistent. Basically, you don't. Lots of people, from different religions, imagine that a god, or the gods, speak to them in some way, despite the fact that their basic beliefs are often quite different from one another. Thus, there seems to be no way to distinguish when a belief of the gods speaking to a person is real - or if it ever is.
