In Islam the poor are helped by zakah (one of the 5 pillars) in which anyone who can gives 2.5% of their earnings. Most people will enquire about the poor that drink and do drugs. In Islam these are not Muslims so they will not be helped.

Charity is very important in Islam, it is one of the Five Pillars of Islam, which is known as Zakaat. In Islam, it is compulsory to give at least 2.5% of your income to charity, as in Africa, disabled children or similar.

Islam teaches that all provisions and income come from God. Before a person is born, God decrees what that person's income will be during his/her life. Because of this, Muslims do not judge a person by her/his wealth, but, instead, by his/her manners and achievements, both in public and in private life.

poverty is a fate as the wealth is, in either cases the person has a test from Allah, what to do & what not to do, for example: both the poor & the rich have to be thankful to Allah at all cases, the poor has to work & not to give up, he has not to be jealous of the rich & not to steel anything from him. The rich has to help the poor because this is a must on him required by Allah, he has to give alms ,charity or sadaqa as in Arabic & he has not to boast or to be conceited because Allah is the Rich.

Also, Islam put many laws & recommendations to solve the poverty problem & it's able to do this according to the Islamic history .

Yes, they do, rather they have been commanded by Almighty Allah to be charitable, give away their extra wealth to the poor and the needy and look after the orphans and the needy

quran teach muslims to give them what they need because it is their right , and good word for them is better than to give them money then bad word "oh i give you money ha ha ha i ' rich"
