Just replaced battery in the vehickle and cant even get the headlight to come on pos and neg cable are on correctly what could be the problem Battery is also fully charged?

Check that the - cable is not corroded at the end that attaches to the vehicles body,sometimes when a battery is changed they get disturbed and break if corroded,also check all other earth cables from body to engine etc.
Some vehicles have a main fuse in the fusebox,sometimes the fitting of a new battery if there is an unnoticed short can blow this fuse,I have had them blow purely because they were old and the jolt of a new battery at full volts has popped them!,
Make sure you have fitted ALL the wires to the battery and to the correct terminals,sometimes a wire can drop down into the engine bay and be missed when refitting the battey,there are usually 2 red wire a heavy one and a thinner one and one heavt earth - cable (sometimes there maybe a lighter cable aswell)
Make sure all connectors are clean and free from corrosion and that they are firmly fixed to the cable and not damaged,replace any damaged ones or clean up corroded ones with wet and dry paper and refit.

I'd first suggest checking to make sure that no fuses or relays have popped, especially if the car's battery was not disconnected when the bulb was replaced.
