probably need a new starter
if the cam and crank are not turning you cannot mess up the valves BUT if the crank is not turning ,you have a major problem,as the starter motor turns the crankthe crank should tun regardless of the woodruff key falling out at the same time if the crank turns and the cam doesnt the timing will be wrong and need the woodruff key replaced to keep cam and gears where they need to be

If it turns over slowly it can still be the battery or, less likely, the starter. If its turn over is lively it's probably in the electrical system, maybe the computer.
The fuel valve is on right side. In the 1986 sei when 1 turns on the key it goes thru the ecu then energizes the #4 and # 5 relays turns on the pump and pressurizes the system and then it will crank. If the kill switch is not in the right position it will not crank.
check the compression on it if it turns over and doesnt start you might have fried the rings

crank sensor is bad
if you ran it dry then it takes a few turns of the key to put enough gas in the cylinders for it to crank just turn the key to the crank position and back at least 5 times (do not turn the car over while doing this)
