It was a landlocked country. Until Peter the Great there was no navy. One reason he built St.Petersburg was to gain a water route. He literally built the city out of a swampy land and several thousand peasants died building it. Peter had traveled to the major capitals of Europe and built the city to copy what he had seen in Europe. He succeeded and today the city still has an European feel and look to it as well is still the center for the navy.
