Hmmm... Well, no actual "laws" that I'm currently aware of. Of course I'm sure there's some on the books. (There seem to be laws for damned near everything these days.)
I also believe every state in the USA is different regarding this question.
I'm pretty sure that in New York State, I think teenage kids are supposed to go through a "training" class to earn a certificate.
I just don't remember though, as it's been so long. I just know that I attended such a class for a couple of days, both some easy book work and some real live hands-on driving back when I was around 14 or 15 or so. For me, it was a breeze... Of course, that's probably because I started driving farm tractors when I was only 6. Yep, SIX.
Attending such a course is probably a really good idea for anyone looking to start driving any tractor or any type of farm equipment, EVEN ADULTS!

If my memory serves me correctly, I believe my Pop started letting me drive farm tractors down the roadways when I was around 12 or 13.
Of course back then, kids were more responsible and brought up much better.
Don't get me wrong, not all kids are irresponsible, it's just that "today's generation" of kids seem to be getting worse all the time, thanks to poor parenting and modern technology (cell phones and computer crap).
