Light is an electromagnetic wave. And like all EM waves it follows the principle of refraction. When travelling from one medium to another with diffrent optical densities light changes it's path. Since water is more optically dense than air so light would bend towards the normal. Due to this different light rays meet above the actual position of the lemon. Therefore the lemon appearsto be raised and slightly bigger.
