After the Union defeat at the Battle of First Bull Run, Lincoln appointed gen. George Brinton McClellan as a commander of the whole forces operating in Northern Virginia and those that garrisoned Washington.

Gen Irwin McDowell was dismissed from his former commitment but kept the command over all the units he brought back from Bull Run.
