The Department of Health is the primary government agency charged to provide health services to all Filipinos. The agency is composed of 17 central offices, 16 Centers for Health Development, 70 hospitals and 4 attached agencies. The agencies attached to the Department of Health are: the Philippine Health Insurance Corporation, the Dangerous Drugs Board, the Philippine Institute of Traditional and Alternative Health Care and the Philippine National AIDS Council.
The Philippine National Budget for 2008 was appropriated by the Philippine legislature. It was allocated to various government agencies and funds, as well as government programs, projects, and activities.

The DOST has 5 sectoral planning councils, namely: the Philippine Council for Aquatic and Marine Research and Development; Philippine Council for Agriculture, Forestry and Natural Resources Research and Development; Philippine Council for Health Research and Development; Philippine Council for Industry and Energy Research and Development; and the Philippine Council for Advanced Science Technology Research and Development. It has 7 research and development institutes, namely: the Advanced Science and Technology Institute; Food and Nutrition Research Institute; Forest Products Research and Development Institute; Industrial Technology Development Institute; Metal Industry Research and Development Center; Philippine Nuclear Research Institute; and the Philippine Textile Research Institute. It also has 7 service institutes and 2 advisory bodies.
The goal of economic development agencies is to retain existing businesses, attract appropriate new businesses, and help them grow. These agencies act as a facilitator, bringing together businesses, government agencies, and other resources.
