2 locations possible, either behind the block by oil filter there is a black plastic box, it is connected by a rubber hose, and the other location is the easier one, it could be on the intake manifold between the first and second cylinder channels, just track the black rubber hose( big vaccuum one,most likely running from the front of the intake manifold)! and Google for pics as a pic is worth a 1000 words and also i recommend replacing with a new Honda oem, no aftermarket as they are not engine specific but Honda ones are!
Mine is Civic DX 97. Believe it's the same. Get under your car, take off your oil filter, your PCV valve is right above your oild filter. It's recommended to replace it from there. Good luck!

I have never worked on a 1998 Civic but I have worked on a lot of Hondas. I have worked on 88,90,91,92,93 and a 95 Civics. the pcv are right under intakes.
