Batteries will take a charge until they're charged to their capacity. It usually doesn't hurt to leave them on the charger for several hours because they'll only take what they need.
Without knowing the capacity of the battery or the capacity of the charger, it's probably safe to assume that two to four hours would be sufficient.
The other issue is the type of battery being charged. If it's the older nicad type, they have a built in memory. By that, I mean that if you constantly charge one to full charge and then only use about half of the capacity, the battery becomes conditioned to work under those conditions, which if used for a longer period, the battery wil tend to drop off much sooner than expected.
when using nicad batteries, it's always suggested that you discharge them completely before recharging to prevent the memory effect.
If it's a newer type of battery, it's not really an issue.

You don't. This DVR uses 4-AA batteries. To replace the battries look under the hand-strap for a removable door that slides open towards the bottom of the camera.
In 24 hours it will be charged enough to start the car. You really need a much larger charger for a car battery.
The charger with the 900ma output will charge the battery faster than the charger with a 500ma output. The phone with the 900mah battery will last longer between charges than that of the 500mah battery.

The 1994 Dodge Caravan recommended battery cold cranking amps is 550. If you live in a cold climate you probably will want a bigger battery.
