It is probably your brake booster located on the firewall.
Are the brakes out or is the power brake system not working properly. I believe those vehicles have the hydro boost power brake system. If so, the power steering pump is what applies the power brakes, no vacuum is needed. If something is wrong with the power steering pump (empty, no belt, malfunctioning) it will affect the power brakes as well.
Power steering pump failure, has power brake assist line conected to it. It uses the power steering pump to bring hydraulic pressure to master cylinder.

Check the 1994 GMC Safari's brakes. Even if the brakes are fine, dust can cause the components to create loud squeaks, rattles, and sometimes ringing noises.

Not sure if this is it or not, but on my 97 with the hydraulic assist, there was a sensor that went around the steering arm just before it went through thr firewall (inside). This tells the hydraulics how much assistance to give. Follow the steering arm right up to where it goes through the firewall and pull back the carpet. The sensor will be located here with an electrical pigtail connected to it. When I changed mine, I pulled the steering arm out from under the hood, swapped the sensor out from the inside and put the steering arm back in. Definately takes 2 people.
