This is one small problem with this generation Cougar, is that many of the low coolant sensors give false readings, saying that the tank is low when it is in fact, at the MAX line.
To correct this, you can safely add coolant about .5"-1" above the MAX line without the reservoir overflowing when the engine get's hot.

The cooling system in your vehicle is filled with Ford Extended Life Coolant F6AZ-19544-AA.DO NOT MIX WITH A GREEN-COLORED COOLANT.
Sounds like a severely cracked head to me. Did you overheat the engine???? Is your coolant level in the radiator going down? I had the same problem with my 94 Cougar 4.6L. I had to replace the ECU. Hard to track down, good luck!!
The coolant temperature sensor, on your 1999 Nissan, is located a few inches above the water pump. The sensor will have two wires going to it.
The fuel pump on a mercury cougar is in the fuel tank. You are going to have to remove the fuel tank, take the lock ring off of the tank, and then pull the pump assembly out.

Had the same problem wiht my cougar. in some cases it is a faulty sensor. The sensor is really easy to replace and only costs like 15 dollars from any ford dealership. Also you must fill the coolant past the recommended full mark. I replaced my sensor and still had problems, but when i filled the resivore up slightly past the "hot" fill mark i have never had problems wiht it since ALSO WHEN THE ENGINE IS COLD THE COOLANT LEVEL IS ALWAYS LOWER THAN HOT. MIGHT WANT TO TAKE THE CAP OFF AND LOOK IN RADIATIOR WHILE COLD, MAY JUST BE A LITTLE LOW OF COOLANT. ANOTHER WORK AROUND WOULD BE TO UNPLUG WIRES TO SENSOR AND PUT A JUMPER WIRE BETWEEN THE TWO AND DISABLE THE PROBLEM.
If it is a temperature sensor, it is usually located on the top of the engine near the thermostat. If it is a "low coolant sensor", then it is located in the radiator (it will be the only item in the radiator that has a electric wire going to it) Either way, you would drain the coolant enough to be below the sensor, and then remove it and replace it with a new one. They are usually under $10-$20
Coolant 'sensor' for EEC purposes is near front coil on heater core hose going to thermostat housing. It's a two wire connector.

Coolant level would be a sensor going into the fill cannister on the left side of the engine bay. Temperature would be done with the sensor just below the EGR valve on the engine just above the transmission bellhousing. Tiny little wire going into a single plug sensor.
