Find the receiver/dryer. It's the large silver canister usually near the passenger side firewall, under the hood. On the side of the receiver/dryer or somewhere near on the metal part of the AC refrigerant line, you'll see a little switch that screws in. It's the low pressure sensor. Pull the wires and jumper across them. If the AC is on and the engine is running, you may hear the AC clutch engage. If it engages when you jumper the wire, the switch is sensing a low pressure condition. Either add some refrigerant or replace the switch. Most likely, it's just low on refrigerant.

sounds like elec problem, meaning power engaged and is in "on" mode or bearing shot if you mean by hand
27Jun09: I had this problem on a 1999 Lumina LS. The answer is a vacuum leak. Mine was near the vacuum canister that controls the vents. The hose was replaced which (with labor) cost about $100. Just got it back and it solved the problem. DRB
My 94 Lumina APV (3.8L) would not start (when warm) - cranked but acted as if no spark or fuel. Mechanic replaced computer @ $350 (said too many error codes to diagnose problem) - did not resolve problem. Then he replaced the camshaft position sensor (CMP) @ $125 - that solved the problem. PB

The 1997 Chevy Lumina 3.1 liter low pressure air conditioning cycling switch can be found on the air conditioning compressor. The switch will be on the top of the compressor.
I have the same problem with my 93 Chevy Lumina. Was told by the garage I needed new buschings. Don't know if this helps....Good Luck!

My 1990 Lumina 3.1 had the same problem and it was caused by the crank sensor.
It will be on the compressor also the quantity needed to fill it if it is completely empty. It is 134.
The Celebrity was replaced by the all-new Lumina.
