Lump in both of your breasts and im turning 13 this month you havent started your period yet and im wondering if this is natural they feel the same but ones smaller?

Since you haven't started your period, then, you haven't reached puberty and I doubt you really have breasts yet. To have breasts you need to have reached puberty because it is the hormones that your body uses to develop breasts. I am guessing you are feeling fatty tissue which is perfectly normal. Go to see a doctor just to be sure.
