The colony of Massachusetts did not have a royal charter from England until 1691. As a result of this provincial charter, officials were appointed by the English government instead of elected.
The Massachusetts Bay Colony, founded in 1628 in the area of what is now known as Boston, was for most of its early existence governed by a small group of elected leaders, governors advised by various other officials. Not all of the colonists were eligible for governing positions; religious correctness was one of the foremost qualifications for anyone wishing to take a leadership role in the settlement.
The Puritans of the Massachusetts Bay Colony established a theocratic government. Growing estrangement between the colony and England resulted in the annulment of the company's charter in 1684 and the substitution of royal government under a new charter granted in 1691.
It's important to note that the Puritans wanted to establish a religious colony that was different from the Church of England.

The first successful colony planted in what became known as New England was the Plymouth Colony in 1620.
