If the idler pulley is frozen, it is high time to replace the timing belt and the idler. And while that job is being done, consider replacing the water pump and thermostat.
I don't believe there is an idler pulley on that model, just a tensioner pulley
There is no spring loaded tensioners on the Mercury Villager. Look for manual adjustments, loosen the nut in the center of the adjustment idler's and then move the adjustment bolts toosen the belts for replacement. Since this vehicle does not have just one long serpentine belt the routing is fairly simple to figure out. If the belts are still on the vehicle you can draw a quick sketch of the routing to help when re-installing the belts.
The idler pulley has nothing to do with the brakes. If the idler pulley is bad it could throw or break a belt, and then your engine will stop.
Check the condition of the accessory drive serpentine belt, belt idler pulley and belt tensioner pulley bearings.

Remove the belt, then remove the bolt holding in the idler pulley.
The idler pulley is between the alternator and the A/C compressor.
This is real easy on the 3.8 L engine Whether its front wheel drive or rear wheel drive all you have to do is locate your idler pulley and use a wrench that is the size of the nut on the idler pulley and move the idler pulley just enough to pull the belt off. Be careful to release the tention on the idler pulley slow it is under spring pressure. Use schematic under hood to put on new belt. This will take about 5 minutes to complete. Hope this helps.
Remove the old, damaged idler pulley and replace it with a new one.
Replace the tensioner assembly as one piece.
Remove belt and check to see that it rotates freely and smoothly
