Sounds like a compatibility issue. If the mouse is extremely old or from an off bran, it's possible that company hasn't created a driver for Win 7. If possible, you'll want to go to Hardware & Sound > Device Manager and look for updates for "Mice and other pointing devices"

You might be missing some necessary files which are located in the system32 directory. If Windows wont Load, try pushing F8 after starting it and run a Restore or Recovery

Computer will run only in safe mode in normal windows start up it keep rebooting and wont go into windows?
Check in the registry programs which are starting on system boot. One of them might work incorrect. Start->Run->Regedit, press enter. After that, go in HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows\CurrentVersion\Run. Delete what you think is crushing your system, try to start your system in normal mode. Check the path HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Run also.
