The Soviet Union's inability to keep pace with the United States when it came to defense spending. The Strategic Defense Initiative, was a key reason why the Soviet Union decided to seriously negotiate with the United States over reducing their nuclear stockpiles. Reagan was in a much stronger position than Gorbachev who was confronted with social unrest and an economy that was on the verge of collapse! When Gorbachev realized how tough Reagan was over SDI and spending on defense, he realized once and for all that life would never be the same again for his country. He tried hard to make economic and political reforms within the Communist system, but it didn't work.
