There was no such post as General-in-Chief until January 1865, when it was awarded to the only possible choice, Robert E. Lee. It was too late to make any difference.

Up till then, the notional supreme commander was the President, Jefferson Davis - not a success, despite a respectable record as a Colonel in the Mexican War.
