Atoms are considered to be neutral with equal numbers of protons and neutrons. If an atom takes on extra electron(s) it becomes negativelly charged and is termed an ion or more specifically an anion to distinguishi it from positively charged ions.

The particles that it is consited of; protons are positive and neurtrons are neutral, both are found in the neuclues. Electrons are negative and surrond the nucleus in orbits.

The charge is caused by difference in number of protons (+ charges) and the number of electrons (- charges). When balanced the atom is neutral. Charged atoms are called: IONS

Asymmetric distribution of electron is what causes atoms in a molecule to have regions of partial charge. This only happens in the zones that are within the distribution.
