Ky just moved it up to 70 on all Interstates and most other 4 lane roads. Tenn & Illinois are also 70 on most 4 lanes. Don't know about other states.

That depends on the laws relevant to the Country you live in, in the UK for example, most residential areas are limited to 30mph, however some are as low as 20mph.

The speed in Britain is 70 mph on motorways. In Canada it is 100km on most freeways, and in Italy it is either 130 or 150 depending on which Autostrada.
Most interstate highways were designed for the posted speed limits on those interstates.
