Such waste must be heated to the temperatures of an incinerator to completely sterilize the material. Special scrubbers and filters can prevent the escape of pollutants, but the effluent of the scrubbers and/or the expended filters must then be disposed of as hazardous wastes.

Should factories be allowed to dump small amounts of pollutants into the ocean?

No discharge is absolutely pure air or water - the discharge of minute amounts of pollutants is an unavoidable reality. Most pollution regulations are based on the discharge of small (not zero) concentrations of contaminants to the air or water. These levels range from a few parts per million (mg/L) down to a few parts per billion (ug/L). TFor toxics these regulated levels are based on: * Establishing the concentration of the material on the water or air that is known to cause damage to plants or animals. * Dividing this concentration by several hundred or several thousand Some substances which do not cause death directly are regulated on the probability that they can cause damage (cancer etc.). The probability that they will cause damage at the regulated amount is usually less than 1 case in a million exposed individual over their lifetime.
