The fan remains running after the vehicle shuts off in order for the engine to cool down. Once the motor cools down sensors trigger the fan to shut it off.
If the electrical power is shut off to ANY electrical motor, it stops running.
If a motor is running when the cap fails it will probably continue to run at much higher amp draw and most likely shut down on thermal overload. It can start with a bad cap, but in my experience it most likey wont.
A motor is always going to be hot to the touch because when it is running it is very hot and takes awhile to cool down after it is shut off. If an engine is hot to the touch, it just means it was recently running.

Answer Thankfully the newer cars and trucks available today have a timer switch on the fan motor to run even if the motor isn't running, to ensure that the engine cools down and there is no damage done to your motor because it was shut off while hot.
NO, shut down the engine and wait a minute or 2 for the oil to drain into the sump before checking level, and remember, the dipstick will be HOT if the vehicle has been running for very long.
