If a motor is running when the cap fails it will probably continue to run at much higher amp draw and most likely shut down on thermal overload. It can start with a bad cap, but in my experience it most likey wont.
Two reasons could be that the motor was wired incorrectly or the load that the motor is driving is too heavy for the HP of the motor.

Sometimes it is necessary to let motors cool down if they are a heavy duty motor, like on an air compressor, but you can actually put a fan up against a motor to help keep it cool, if it can't be shut off for a long period of time. A fan motor doesn't need to be cooled down, because it is actually kept cool, with the fan blade sitting in front of it. But if it is on farm machinery I would suggest you give your motor at least 30 minutes to an hours rest, just to protect the life of the motor and keep it from overheating.

if by shut down you mean remotely disable the ignition, then no. they can however shut it down by issuing a reposession order.
Check your outside unit. Is the fan blowing? If not replace outdoor fan motor or the fan capacitor. If the fan is running then the compressor may not be. Usually a quick fix by replacing the capacitor. In most units a dual capacitor that is bad may shut down the fan or compressor. Call a HVAC technician to replace it. This can be very dangerous.

The interior lights will remain on for a duration of time after the doors are shut as a safety/courtesy feature. The reason they remain on is the capacitor in the lighting electrical circuitry. The capacitor passes on energy when the circuit is powered, and retains voltage when the circuit is powered down. Once the circuit is powered down, i.e. the vehicle shut off and doors closed, the capacitor still holds that charged voltage and discharges itself over a period of time, usually 30 seconds or so. As it discharges, the electricity moves through the circuit and through the bulbs until the capacitor is completely discharged. Hope this helps!
