My 1994 Cadillac Eldorado starts after it is jumped then when you turn it off it has to be jumped again new battery?

if you have to do it each and every time you turn it off, then battery is first thing i would consider.. If it keeps charge for day or so you may want to look for shorts. Auto zone can tes the battery for dead cells...
