Could possibly be the EGR (Exhaust Gas Recycle) valve is sticking. I had this problem and it almost feels like the engine hiccups. Drove me crazy. I replaced spark plugs, wires, timing belt, etc. before figuring it out. The EGR valve is for emissions control only so you don't need it. To test to see if it's the problem just disconnect it and drive around to see if the problem has gone away. You'll probably get some check engine light if you drive without it, but plugging it back in should should clear that. Hope your problem is as simple as that. Part costs ~$100 and I replaced it myself.
My Stratus is a 2000. I recently had my fuel pump and filter replaced. They are on top of or in the fuel tank. Lot of work, good luck! I took it to the dealer!
P1684 simply means that the computer has recently lost battery power. Either the battery has been disconnected or there is a wiring issue.
