After my battery died and I replaced it I had the same problem with my 02 neon, my tach had the same problem. I did some reading on this site and weighed out the different solutions. I took the dash off (4 screws) and removed the instrument panel cluster (another 4 screws). I took the whole thing apart and inspected the circuit board for cold welds. I could find none. I read somewhere that someone had simply rotated the gauges back to zero. I had noticed before when I had the igniton switched on that the needles would run against the peg in the full clockwise position. I simply rotated the needles back to the other side of the peg at zero (full counter clockwise position). I put it all back together and everything works fine. Just remove the cluster and hold it upside down and let gravity pull th eneedles to the correct side.. === Alternate solution - 10 second fix $0.00 Here's another solution that fixed my wifes speedo/tach wraparound problem in 10 seconds... 1. Press and hold the odometer reset button (post) 2. Put key in ignition and turn to run (NOT START). 3. When needles begin to move, release the odomoter reset button (post). Voila - speed and tach are reset to 0 on the correct side of pin. This is often caused by a voltage surge. If this has happened at the same time as a bad start or other eletrical problems, I would suggest a AVR test to check the batter/ alternator/ starter. Cheers, Rob

it's in the dash, the speedometer cable runs the speedometer and it connects to the back of the speedometer and it runs down to the back of the transmission case.

There is only one speedometer, in the middle of the dash.
The speedometer is electronic on a 1999 Ram, and does not have a cable.
A 1991 dodge dynasty speedometer bouncing could be a sticking speedometer cable, or a bad drive gear. Check the cable first, and lubricate it to see if the problem stops.
