My HOA does not want the window AC unit to be exposed Building a box to surround the unit was suggested but won't that block the vents possibly overheat and become a fire hazard?

A box would have to have sufficient openings to allow the heat to escape, otherwise the unit would overheat and possibly fail. If the openings are only slightly too small, it would still affect the efficiency of the unit, meaning that it would waste electricity compared to normal conditions. An air conditioner works by taking the heat out of the air and blowing it through the vent into the room. The excess heat and any waste heat is exhausted to the exterior with a fan that blows the hot air away. Perhaps there is some other kind of trellis or screen that can hide the unit from view but allowing the unit to work efficiently.
