But if they do, it takes 14 days for the questions to become active, meaning you can still recover your account with the old questions for up to 14 days (2 weeks).
Either you forgot it, or somebody has changed it. Try repair your account through "forgot password?" If it did not work, you have to contact Facebook administrators to return your account after it was stolen.
If you changed the password prior to their obtaining of the original password, then no. It will count as a failed log in on their end. But you will have had to changed the password before they could access your hotmail account.
