It is apparent that your friend has no control over her child and she should have stopped her own child from pushing and kicking your child. You had a right to tell her child to stop. If your friend will let this matter come between you then she was never truly your friend in the first place. Give it time and hopefully your friend may see the light. If not, move on as there are other friends out there and some with children that have control over their children.
It depends on the context. If you are being formal or are talking to a group of people you use "vous" but if you are talking to a friend or one person you use "tu". For example, if you were talking to a teacher, parent or older person you would use "vous". If you were talking to a child, friend, sibbling ect. you would use "tu". Just be careful because the form of "you" that you use will change the endings of all of the verbs in the sentence!

Depends on where you are talking about, and if the car is moving or not. In the United states, all infants must be in child safety seats when the car is moving. If you stop to nurse the child in the backseat, then its ok but not while you are driving. The differences between the states usually are in what size or age the child has to be in order to not have a special seat.
It is important to be objective when observing because when we are objective we are expecting positive things about the child instead of talking about the child in a negative way
