No, it definitely is not normal. If it makes you feel wrong then it is a bad touch, If he does it again tell him to stop, and run away if you can.
You need to find an another adult you can trust and tell them about this right away.
Talk to your mother, or a teacher, or a policeman abbout it. try touching him between his legs also, that might help.
