First off, take him to a vet right away. I might suspect a yeast fungus but only a vet can diagnose and treat, other options might be Allergies to things in his environment.

Any breed of dog can have spots on their tongue, it's kind of like freckles on a human. When you say he's yellow I presume he doesn't have any black or a saddle on him. Well, he could be a yellow lab mix... Or he could be mixed with a Belgian Shepherd dog Malinois But to be honest he's probably a Yellow Lab X German Shepherd, Chowsations generally have a fluffier coat.
I have always heard that American Bulldogs inherited their black spots because of the breeding from Dalmations and certain hunting retrievers such as the English Pointer. Mostly the white dogs are the ones with the spots and as they get older the hair actually grows darker i nthose spots. My AMBD was white as a puppy and as he matued he developed brown freckles where the black spots were on his back. Of course he was covered with black spots but only developed the brown spots on his back. Hope this helps.

The spots are probably dermatitis, which is a generic term for inflammation of the skin. Unfortunately, from the description "blotchy red spot around the groin", there isn't much hope for figuring out the cause of the dermatitis. Some of the more common causes include allergies, fleas or other external parasites or a skin infection. You will need to take your dog to your vet to figure out what is causing the red spots.

Yes they do and it happens, but it shouldn't. It is due to the humidity in your enclosure not being high enough. If the dragon doesn't have enough moisture in the tank during a shed, they will not shed their skin properly and it will rip their skin. You need to bathe your dragon often during this time to also help the shed. You will need to monitor these blood spots and ensure they heal over. If these blood spots get bigger or don't heal, you will definitely need to see a vet.
