Yes. Your state of residence really doesn't matter, as a marriage in any state, territory, or dependency, etc. of the US is recognised in the rest of the country. You just have to fill out the paperwork with the appropriate state agency. It might be a little more expedient a process to do in your current state of residence, but, if he has military orders which show him as having been in Texas for 30 days or more, that's enough for him to be considered a resident of the State of Texas.
