yes, there are 2 possible things that could have been happening here. number 1 is that yes the girl definetly does fancy you but her friend doesn't want her to tell you for whatever reason, number 2 is that her friend knew the girl had feelings for you but was winding her up by saying this hoping you'd get the hint.
