The red wire goes to the positive battery post and the black wires connect to the negative post. If it will not turn over then possibly the starter is defective.

The battery is weak and should be replaced, with a charged one or new one.
This is most likely due to older batteries that are no longer able to hold a charge. Scooter batteries should generally be replaced every year for optimal performance. I added a link with more information on this issue. .

If you needed a gasket and they replaced it then yes you would be charged for the gasket.

Depends how flat it is and the capacity of the charger and also capacity of the battery. A 6 volt battery fully charged should read about 6.5 to 7 volts when fully charged.
First it would depend upon the type and voltage rating of the battery. If it is a lead acid battery, I would recommend charging it to its recommended voltage and load testing it. A fully charged 12 volt automobile battery should read 12.6 volts. A battery that reads 10.5 volts is completely drained. If the battery is fully charged and only read 10.5 volts it needs to be replaced.
Fully charged battery should have 12.6 volts. 75% charged 12.4 volts, 50% charged 12.2 volts, & 25% charged 12.0 volts.
