My horse runs away win I get close to him with a halter what should I do And I can walk up to him and rub him with my hands or a brush but not a halter.?

He's pushing you to see what you'll let him get away with when you come to Halter him.
Start bribing him with Carrots whenever you bring the halter with you to get him ready to work.
Once he knows you have Goodies for him when you have the halter, he'll be less likely to run off.
