Perhaps you should turn your oven down so your cakes can cook thoroughly in the centre, but have a smooth texture on the top. I don't know what kind of oven you have, but fan ovens are usually the best as they evenly cook the cakes, rather than create a bubbly layer on the top. Another cause could be sugar. I always find that the sugar in a cake mixture has to be mixed thoroughly with an electric mixture; this ensures that the cake won't separate and become grainy as it cooks.
