If this is a riding mower and it has a key to shut it off then the problem could be a few things. The ignition switch could be bad. Some switches ground through the mounting of the switch. Make sure the switch is tightly mounted. Make sure the wires a securely plugged onto the back of the switch. Then make sure that the black wire that goes behind the starter is plugged in solid.
If it is a push mower then it is something totally different.

But referring to your actual question, if you pull it out it will shut off, wait actually if you pull off the spark plug wire to get to the plug the mower will already be shut off. no spark no fire. It is possible but not very common. Usually a bad carb will cause a non-start issue or it will shut off within minute or two if it has a stuck float valve causing it not to get gas.

The kill switch wire is broken or has come loose. If it is a push mower, look at the end of the throttle cable where it touches ground when the lever is in the OFF position. There's a safety switch under the seat. It will shut the tractor off if you get off the machine while the blades are engaged. It's not sensing your weight thinking you have fallen off the tractor.
