The best thing to do is to tell them it is not a phase and that they should support you. If they insist it is, which they will, tell them that even if it is a phase, I want you to support me and my decisions, now, here. Tell them not to wait until they are persuaded that your Bi to support you, they should support you now.

Well, its really a personal preference. Meaning, personally, who are you closet to? If you are confident that your parents will support your bisexuality, then I would inform them prior to your friends. Then again, your friends may give you a confidence boost you may need to tell tour parents. It all really depends on how YOU feel. In the end, if you're planning on yelling all of them, then it doesn't really matter who you tell first, just do what feels right to you.
