My pro 164 Radio Shack scanner won't scan and says all channels are locked how do you fix this?

How do you unlock all channels locked out onpro97 radio shack radio scanner?
One way is to make sure that you are in manual mode. If you are in any other mode press the Man button. It does not matter if it is a channel with a frequency stored in it. Press F and then press L/out (Function and Lock out). The unit will display a locked out channel. At this point hit the L/out button to put the channel back into the channels that the unit scans. Continue to use the process of pressing F and L/out buttons and then the L/out button by itself to remove all channels that are locked out. I believe there can be fifty locked out channels per bank. So if a person has the maximum number of locked out channels in all 10 banks this may take a little while.
