My puffer fish has been floating at the top of the tank when he tries to swim down he floats back up again its like hes filled with water what does this mean is there any way i can fix this?

More precise it is as if he is filled with air or even more accurately gas. Sounds like he has developed a gas bubble. While it is possible to eliminate this through inserting a sterilized needle into the bubble region to relieve this pressure and then treating with antibiotics to prevent infection, this procedure can cause complications and possibly kill your fish.
