My tenant refuses to call and have the gas company turned on which provides hot water. Is the landlord required to provide hot water in this case?

I would get it in writing and legal-like that this tenant does NOT want to get the gas hooked up. They could come after you later for NOT providing the necessities, costing you big bucks. Talk to a student lawyer at a local university for free.
