Most webchat services (like skype) include an option to show the desktop to the person you're calling for free without using your webcam. When you're in a call, you just click 'share' and then 'screen.'

Is it plugged in to the computer? Are the right drivers installed? Are they corrupt? Is there a problem with the cameras hardware (broken lens etc)? Is the program using your webcam?

You need to have basic programming and hacking skills to hack a webcam site private show. To get into the webcams you will have to type inurl:view.
By default all the icons are are displayed on desktop but you can hide them. You can use desktop context menu to hide or show, right click on desktop, go to 'view' options and uncheck 'show desktop options'. To make them visible again simply check the 'show desktop options'.
