There are not any special tools needed to remove the brakes on your 2003 Ford Expedition. You will need a lug wrench, a 9/16 socket, a screwdriver, and a needle nose pliers.
The rear gate panel is very easy to remove. You will need a panel remover or a paint scrapper or something flat to pull panel off. Also you will need a screw driver to remove a few screws. Be careful not to break or lose any parts. Good luck...
