I want to be able to run pretty graphical intense games and do video encoding quickish and also use it for programs.
I dont really have a budget in mind but lower cost the better plus I would want water cooling (who doesn't)
If you have basic skills it's not that difficult.You just have to do your homework and take your time.Of course most of the time people build a custom computer that cool on the inside and the outside.If you can do that you could also build a new computer.

Don't be fooled about the look at of the computer, look for the spec of the computer. If you are looking at a gaming computer, look at the processor speed, RAM and graphics card. For a personal computer just for internet usage, look at RAM and processor speed. If you are looking at a gaming computer, I would personally go to a computer shop and let them build one for you. Or build one yourself.
