my 98 suburban did the same thing. when i changed my headlight switch that turns them off and on, they started working again.
replace the headlight. your indicator lamp inside the vehicle has nothing to do with your headlight working.
It is located in the fuse box of your suburban's electrical system under the hood. If you are uncomfortable working with the fuses of your vehicle consult a professional.

If the reverse lights are not working on a 1999 Chevy Suburban, be sure to check the fuse panel. If all the fuses are in working order, check the wires for any loose connections. Faulty wires can result in little or no light input.
